There are benefits to using an animated favicon but there are also some drawbacks you should consider.
One of the benefits of using an animated favicon is the ability to expand the virtual size of your favicon. As you know, favicons are only 16 pixels x 16 pixels in size but if you animate your favicon, you can use a scrolling effect similiar to that of a stock ticker.
Using this technique, you can display an entire sales message right inside your favicon. Also, as most favicons are static, yours will immediately get noticed.
The biggest downside is annoyance. Many feel animated favicons are annoying and this is especially true whenever your visitor has multiple pages of your site open in different tabs.
